The Pharos Project: A Model for Developing EFL Standards

This presentation describes a project in Egypt to develop standards designed to improve EFL classroom instruction and teacher in-service training. Three sets of position-based standards (for EFL teachers, in-service teacher trainers and educational leaders) and one set of course-based standards (for in-service teacher education programs) have been drafted. The presenter will describe the conceptual framework developed, explain the process utilized for developing and field testing the sets of standards, and explore the implications for language educators.

Bio

Anne Katz has worked for over twenty years as a researcher and evaluator with educational projects involving linguistically and culturally diverse students both in the US and abroad. As a lecturer at the School for International Training in Brattleboro, Vermont, she teaches courses in curriculum, assessment, and evaluation. She led the TESOL-sponsored team that developed assessment guidelines for the pre-K-12 ESL Standards, and for the last two years has consulted for the Pharos Project, an EFL standards project in Egypt.
